In this respect, the preservation of natural and cultural heritage offers opportunities for cooperation between countries that promote cohesion and resilience of populations.
Designed with the actors of a territory, it contributes to local economic development and territorial equity.
Moreover, cultural and economic diplomacy is a source of links and prosperity for the actors who deploy it, no matter the scale.

Water management & decentralized cooperation,
French models
Since the 1964 water law, France has institutionalized integrated and concerted water management at the watershed level and implemented fundamental principles such as "polluter pays" and "water pays for water".
Since 2005, the Oudin-Santini law has authorized local authorities and water agencies to mobilize up to 1% of their "water and sanitation" service revenues for international cooperation and solidarity actions in the water and sanitation sector.
These French models and tools allow local and regional water actors to become actively involved in achieving Sustainable Development Goal 6 (Ensure availability and sustainable management of water and sanitation for all).
